The man from the water company came by and dug around the water main to see where it heads, and he said he didn't think the pool deck or shed would be a problem, and he'd tell his boss that when he returns, so hopefully, they'll write me a letter of no objection. He also got a good whiff from the sewer lift station and promised to ask his boss to see if there was anything they could do about it. I'm not holding my breath... well, actually, yes I am, but not because I expect them to reduce the stink.
So far, I have a letter from the electric co saying ok to the deck and shed, a letter from the gas co saying ok to the deck and not mentioning the shed (I'm hoping that will do). Haven't heard from the telephone or Comcast yet.
EDIT: As I was out in the yard chopping up yesterday's pruning, a man in an ATT car stopped. He just stood next to his car & said 'Ok, it's all on lines, there's nothing buried here'. He's going to go back to his boss and say to write me the letter.
EDIT 2: I bought a windchime a couple days ago and hung it in the tree because according to Feng Shui windchimes made with hollow tubular metal circulate good chi and increase your good fortune. It might be working. Maybe I should go buy several more. :^)
